In https://kafka.apache.org/documentation/#kraft_deployment we strongly suggest
using no more than 3 controllers. This recommendation holds until we complete
the implementation of
[KIP-996|https://cwiki.apache.org/confluence/display/KAFKA/KIP-996%3A+Pre-Vote].
However just a few [paragraphs
above|https://kafka.apache.org/documentation/#kraft_voter] we mention users
typically pick between 3 and 5 controllers.
Until KIP-966 is implemented, we probably only should mention 3 controllers.
