Request rights to be able to create my first KIP

Hi,

I am writing to request create and edit permissions for Kafka KIPs. I would
like to introduce a new KIP regarding a configurable retry mechanism for
KafkaStatusBackingStore in Kafka connect and need the necessary access to
contribute the proposal to the community.
