Request for JIRA self-assignment permissions

Hi Kafka community,

I created JIRA issue KAFKA-20592 and would like to work on it, but I’m unable 
to assign the issue to myself in ASF JIRA.

Could someone please grant me the required permissions or help with the 
assignment?
