Summary: Add broker side custom assignors for "streams" groups

Kafka Streams allows to implement a custom task assignor in the "classic"
rebalance protocol. However, the new "streams" groups do not support custom
assignors right now.
With this ticket we aim to close this gap, and add support for broker side
customer assignors for "streams" groups.
