AS1: Thanks for the performance information. Adding this into the KIP is 
definitely helpful in the motivation.

AS2: Thanks. Sounds good to me.

AS3: HIGH and MEDIUM is fine with me, but my suggestion for LOW was because I 
think it will be rare for people to adjust the per-group config. It's a small 
point and happy for you to choose.
