We run scheduled tests of the Consumer to compare perf metrics between the
`classic` and `consumer` protocols, and recently noticed CPU usage has doubled
for the `consumer` protocol. https://github.com/apache/kafka/pull/22979 seems
to be the suspect based on tracking down the commits made in between test runs,
but more investigation is needed to figure out why this change caused such a
big increase in CPU and what the correct fix is
