For all RPCs except GetTelemetrySubscriptions, PushTelemetry and SaslHandshake,
introduce new versions which use request header v3. For interbroker RPCs, use a
new metadata version to gate use of the new RPCs. Do not do the optimisation
for client ID and client instance ID omission yet.
