It is possible for the group coordinator to fail loading when (a) the load is
occurring concurrent with compaction and (b) there is a group downgrading
online from consumer -> classic. We should soften the validation or update the
classic group check to avoid this.
This check exists for streams groups as well but is not reproducible at this
time because it only occurs with an online downgrade.

load consumer group
compaction removes consumer group records, including deletion
load classic group <- fails with
