ClientMetricsConfigs uses java.util.regex to compile the match patterns of
client metrics subscriptions. We should switch to RE2/J, which is already used
by the broker and guarantees linear time matching.
This is a behavior change. A pattern stored on the server may be valid in
java.util.regex but invalid in RE2, so we need to catch the error and log a
warning instead of failing after upgrade.
