Summary: Investigrate compression approaches for scatter-gather

Scatter-gather comes with a challenge: if we need to split a batch and it's
compressed, we need to either flatten it(as flattening no longer happens), or
be able to read multiple chunks through in the decompression path.
We need to investigate our options here.
