In Zookeeper, there is a Hierarchical Quorums mechanism to allow to set some
nodes to have groups/weights to have higher possibility to be elected as the
leader.

The use case is that when there are 3 data center:
Datacenter A: 2 controllers
Datacenter B: 2 controllers
Datacenter C: 1 controller
We hope that we form a quorum with either datacenter AC or BC, not AB.
We hope this feature can be implemented in KRaft quorum, too.
