Sync operations in MM2 can fail when the operations are >
{{MAX_RECORDS_PER_USER_OP}} which is 10k.
An example of this would be syncing > 10k ACLs from the source cluster or
attempting to sync ~200 topics with 50 partitions each in one go.
Refer to the integration test for a reproduction.
