|{{command_stage_docs()}} in {{release.py}} never got updated for the KIP-1133
Hugo migration. It still checks for {{powered-by.html}} to decide if the path
given is actually kafka-site, and it dumps everything into a flat
{{kafka-site/<version>/}} dir — neither of those exist anymore now that
kafka-site is Hugo-based ({{{}content/en/<version>{}}} for markdown,
{{static/<version>}} for javadoc/images). So right now {{stage-docs}} either
bails on the sentinel check or writes docs somewhere Hugo never looks at.|
