{{UserQuotaTest}} uses {{SaslSetup}} to generate the non-anonymous principal.
We could set up a custom principal builder to mock the principal and then
remove the sasl infra to speed up the test. The MiniKdc and SSL handshake cost
about 3.5 seconds per test method. For example,
{{testProducerConsumerOverrideUnthrottled}} drops from 5s to 1.3s.
