KAFKA-4534: StreamPartitionAssignor only ever updates the partitionsByHostState and metadataWithInternalTopics on first assignment. `partitionsByHostState` and `metadataWithInternalTopics` need to be updated on each call to `onAssignment()` otherwise they contain invalid/stale metadata.
