KAFKA-5804: retain duplicates in ChangeLoggingWindowBytesStore
`ChangeLoggingWindowBytesStore` needs to have the same `retainDuplicates`
functionality as `RocksDBWindowStore` else data could be lost upon
failover/restoration.
You can merge this pull request into a Git repository by running:
