Hello, You can always create a new JIRA without any permissions, just go to https://issues.apache.org/jira/projects/KAFKA/summary and click "Create". Only need to be on the contribution permission list if you also want to be the assignee to work on any JIRAs.
I've also added you to the contributor list.
