It's actually a little more than that.   Many projects (like CXF, Maven,etc..) 
have their sandbox open to all Apache committers.   Thus, any Apache committer 
can participate.   I've used the CXF sandbox to collaborate with some Wink and 
Axis developers on things before.   I'm not sure if the Karaf sandbox is setup 
that way.  If not, it's easy to do.  

In any case, the sandbox commits go to the same commits list and such so the 
whole community can see what is happening there.    That's always a good 
thing.  :-)
