You have a point here.

The notice file was copied from cellar-config module. However, I think that
its shouldn't be inside any of the cellar modules (as far as I can't tell
cellar isn't using anything written by him). We probably need to review all
the NOTICE files inside cellar.

Now, regarding the rest of your comments I committed most of them to the
trunk.
