I made a new test:

the jetty.xml comes without problem.
I think that your etc/org.ops4j.pax.url.mvn.cfg is not correct:
1/ did you add the staging repo at the end of the repo list (it
shouldn't be in the first position) ?
2/ did you try without a trailing / ?

First of course these log outputs appear on the console which is issue
https://issues.apache.org/jira/browse/KARAF-1117.
The error above is because jetty.xml is empty. I think we should correct
this.
