Yeah, I think so.

I tested in both Felix and Equinox without problem ;)

Forget about that, I think the reason is that commands were included in
this bundle before being externalized.

Guillaume Nodet commented on KARAF-1252:
----------------------------------------

I think those packages are needed or were needed at some point to avoid
problems with equinox.
History may be a good way to double check that.

Features core bundle should not depend to shell bundles
-------------------------------------------------------

                 Key: KARAF-1252
                 URL: https://issues.apache.org/jira/browse/KARAF-1252
             Project: Karaf
          Issue Type: Bug
          Components: karaf-feature
    Affects Versions: 2.2.5, 3.0.0
            Reporter: Jean-Baptiste Onofré
            Assignee: Jean-Baptiste Onofré
             Fix For: 2.2.6, 3.0.0

The feature core bundle has explicit Import-Package statements to:
- org.apache.felix.service.command
- org.apache.karaf.shell.commands
- org.apache.karaf.shell.console
whereas it doesn't use it.
These imports should be removed.
