So I think it could make sense to have a command like:
config:save org.ops4j.pax.web

It would create the org.ops4j.pax.web.cfg in etc and initially populate
it with the current config pid contents. Ideally the command would
delegate this to Felix config admin so we do not replicate to much
of the persistence code there.
