I think you also escape ${project.version} and other variables.
if I read the contents of
https://svn.apache.org/repos/asf/karaf/trunk/assemblies/apache-karaf-minimal/pom.xml
actually only the variable ${basedir} or ${project.basedir} are present
but in version 2.2.x and the doc refers to it in deprecated section some
other variable are needed escaped.
