I have registered the apache org with docker hub and all images would be
available as apache/<$PROJECT>:tag. Each project will be able to manage
their tags and versions via a git repo that is controlled by the project on
git-wip as <$PROJECT>-docker.git. The service will automatically pick up
these repos and generate the images from them for each listed tag and then
push them to docker hub. This is very similar to how docker hub manages
their official images, only difference is that the source will be here at
the ASF and able to be controlled by each project and only one location for
credentials will be managing the apache org on docker hub (similar to how
we do github integrations).
