You need to have one notice and one license file for each repository you're
going to release.

If I understand that right, we are talking about  copyright notices moved
from source files submitted to the ASF and contained in the NOTICE files.

By the way, generally speaking, if you ask Justin to explain what it means,
he will help for sure. This is what I understood from the discussion, but I
