The default Apache Guideline has even the code change as a Lazy Consensus vote. Default Project Guidelines - INCUBATOR - Apache Software Foundation <https://cwiki.apache.org/confluence/display/INCUBATOR/Default+Project+Guidelines> Consensus Approval adds veto and that is something we should try to avoid as much as possible. It is even tricky on PMC/PPMC actions, but based on what PMC votes a veto can help us to not get vendor locked.
