Not late. I will keep this open for a while before a vote.

The default Apache Guideline has even the code change as a Lazy Consensus
vote.

Consensus Approval adds veto and that is something we should try to avoid
as much as possible. It is even tricky on PMC/PPMC actions, but based on
what PMC votes a veto can help us to not get vendor locked. ( Or get us
into that lock, hopefully our PMC members get some diversity over time. )
