Just go to https://tac.apache.org and apply.
Be sure to mention that you submitted a talk for the conference.

If your application is accepted, apache pays for the trip. If it doesn't and 
your talk was selected, then you can still withdraw it.

assistance to learn more about this Travel Assistance Committee, as,
unfortunately, Glasgow is outside my business travel justification.
