When a rewrite run contains a function (e.g. {$serviceUrl[WEBHCAT]}) for which
the function provider isn't deployed currently the URL ends up with a 'null'
embedded within it. If this occurs for the target URL then the request should
be failed. If this is in the request body or response more thought needs to be
given. In any case the diagnostic output should be very clear about the cause
of the problem.
