Currently, if a gateway instance has been stopped in a manner that leaves a pid 
file on disk the server does not start. We need to ensure that the discovered 
pid is actually running before failing.

In addition if a "stale PID" is found the PID file needs to be deleted and a 
new PID file created for a launched server.
