[~kristopherkane], Is this zookeeper need for HA functionality or for all
requests to the Solr cloud? I ask because I am implementing similar
functionality for HiveServer2 HA, but under the HA Provider's API around URL
management. Essentially I am creating a URLManager (under the module
gateway-provider-ha) that knows how to talk to Zookeeper.
There is definitely more than one way to do this even for the HiveServer2 HA
task, so we should try and align.
