The new stacks framework allow for Service developers to plug in custom
Dispatch classes but not the underlying HttpClient. It would be desirable for
the HttpClient to do most of the heavy lifting for the wire level interactions
and also for Service developers to able to control the configuration of the
HttpClient in a granular fashion.
