The “UrlRewriteServletFilter” applies “XmlUrlRewriteStreamFilter” to all XML 
request. During the processing it was observed the passing through XML loses 
all the escaped special characters. For example:

<tag>&amp;<tag> is delivered as <tag>&<tag>

The “XmlUrlRewriteStreamFilter “ needs to be fixed to pass through XML 
unchanged. Or a configuration setting is needed to allow specifying the 
“NoOpUrlRewriteStreamFilter” when no rewriting rules are required.
