Summary: Misconfigured providers should cause topology deployment

When attempting to deploy a topology that has a misspelled name, wrong role or
the provider is not properly on the classpath, we currently end up with a
random provider configured and deployment "succeeds".
This is inappropriate and could result in less secure deployments than intended.
We need to fail the deployment and log appropriate messages.
