Fix For: 0.12.0
Logging into the Admin UI as a non-admin user such as guest in the DEMO LDAP
server results in the page being displayed with no topologies listed.
This should include an Unauthorized error message.
Additionally, we need to see whether authorization is being enforced on the
application itself and not just the API.
