In order to be able to federate an authentication event from a KnoxSSO service
outside of a given cluster deployment, the SSOCookieProvider should be able to
be configured to use the KnoxSSO verification key.
This allows for topology compositions like protecting the KnoxToken service
with SSOCookieProvider in order to exchange a KnoxSSO cookie for a KnoxToken to
be used in either the same or another cluster.
