Fix For: 0.13.0
Currently, we only have tests for the SSOCookieFederationFilter. However, we
should abstract those tests so that they run for the JWTFederationFilter as
well. I'll address the commented out tests in the SSOCookieFederationFilter in
separate patches, as there are some bugs I've run in to for these.
