Picketlink provider is obsolete since pac4j covers the SAML usecase that it was
targeting, it is no longer being actively worked on in its own community as it
has been replaced and subsumed by KeyCloak and appears to have some
dependencies with less than ideal licenses like LGPL.
This change will fully remove picketlink from Knox.
