I don't think this is going to make it into 0.14.0 and therefore I think we 
need to make sure that we have end-to-end docs for how to configure a simple 
descriptor and a provider config reference that works together with HA Provider 
config that matches or satisfies the needs of a given topology or set of 
topologies.

I assume that if we have a single provider config where everything is the same 
but the exposed services that we could have an HA provider configured with the 
superset of exposed services across topologies with no problem for the 
referencing topologies that do not expose some of those services.

I think that we should file a separate doc JIRA to make sure that this scenario 
is clear for the time being. We can then work on my dynamically dealing with HA 
providers based on the exposed services in the future.

I am going to clone this for a doc JIRA and move this one out to 0.15.0.
