A org.apache.hadoop.gateway.topology.discovery.ServiceDiscovery implementation
based on properties files was created as a test facility, but has potential
applicability for use in the gateway.
org.apache.hadoop.gateway.topology.discovery.test.extension.PropertiesFileServiceDiscovery
is the implementation, which needs to be reviewed to ensure that it's
production-ready (as opposed to simple testware), and subsequently moved from
src/test/ to src/main/. More tests may also be required.
