Add a configuration property in gateway-site.xml for controlling whether or not
unauthenticated clients can read Knox configuration in remote registries (e.g.,
ZooKeeper).
By default, access to the entries (e.g., znodes) is restricted to authenticated
users (once an authenticated client accesses the registry).
This property would allow an admin to decide that unrestricted READ access is
acceptable.
