Now that provider configurations are being parsed and re-written in generated
topologies, the provider parameter order is not being maintained. For some
providers (e.g., ShiroProvider), this has an adverse affect on the function of
the provider because the parameter order is vitally important. Topology
generation must maintain the order specified in the provider configuration
referenced by a descriptor.
