Parsed provider configurations now honor the order of parameters as they are
specified in the source files (xml, json, and yaml).

> Now that provider configurations are being parsed and re-written in generated
> topologies, the provider parameter order is not being maintained. For some
> providers (e.g., ShiroProvider), this has an adverse affect on the function
> of the provider because the parameter order is vitally important. Topology
> generation must maintain the order specified in the provider configuration
> referenced by a descriptor.
