If discovery queries the YARN config to identify the endpoint for the new 
YARNUIV2 service, it may find that the configured value is actually the standby 
endpoint. interactions with this endpoint yield a redirect notice, which needs 
to be handled in exactly the same way as is done for the RESOURCEMANAGER 
(RMHaDispatch) and YARNUI (RMUIHaDispatch) services.

The RMUIHaDispatch may be able to be leveraged directly or extended.
