Service discovery references the oozie-site property named oozie.base.url, 
which is the full endpoint URL for the oozie service (e.g., 
[http://myhost:11000/oozie|http://ctr-e138-1518143905142-292055-01-000007.hwx.site:11000/oozie]).

My understanding has been that oozie HA is accomplished by using a 
load-balancer that knows about all the oozie instances. The address of this 
load-balancer is then configured as the value of the oozie.base.url property in 
oozie-site.

If you have any information contrary to my understanding, please share it, and 
I'll see if there is anything we can do. Otherwise, I believe this is working 
as designed.
