When discovery fails to access the service configurations for the target
cluster, there is currently no CLEAR indication that this has happened. There
are only messages about which service URLs could not be resolved, and unless
DEBUG level is enabled, even that much is not clear. A CLEAR message should be
logged at the ERROR level to indicate that the service configurations could not
be accessed; it's an ERROR because discovery will only be attempted if
discovery details are configured.
