Centralizing the groups associated with Knox Admin users within the
GatewayConfig will allow all topologies that are protected by the AclsAuthz
provider to refer to the same group information for access enforcement. This
can be used across at least the admin.xml and manager.xml topologies as well as
any custom topologies in a deployment.
This change will add the central config for the groups (maybe users as well)
and add the use of it to the AclsAuthz provider.
