This is part of [KIP-11 - Cloud Usecase
|https://cwiki.apache.org/confluence/display/KNOX/KIP-11+Cloud+Usecases] and
allows for a topology based federation from one Knox instance to another.
It will allow clients to interact with a single on-prem Knox instance (cluster
of instances) but have the interaction federated transparently to a
corresponding cloud based instance.
