Fix For: 1.1.0
For a HaProvider service configuration, for which the enabled attribute is set
to 'false', the generated topology contains the HA details (e.g., ZooKeeper
ensemble) rather than the service URL.
If this attribute is set to 'false', then the service declaration should
include the URL.
