Summary: SHS always showing link to incomplete applications

SHS is always showing the link to "Show incomplete applications", also when it
is showing the incomplete applications. Instead there it should show the link
"Back to completed applications".
The reason of this behavior is that the URL is not rewritten correctly and the
parameter {{?showIncomplete=true}} in the URL is getting lost.
