Patch that moves the <version>###</version> to top level pom.
The exception to this is gateway-provider-security-pac4j since that has its own
properties section. This should be cleaned up separately since there are
dependencies like spring in pac4j that don't make a ton of sense. I'll open a
separate Jira to look into this.
The two versions of Jetty are required for Hadoop 3. We should look at
upgrading from 9.2 to 9.4 of Jetty anyway.
